Dr. Aawatif Hayar Minister of Solidarity Social Integration and Family, was the President of
University Hassan II of Casablanca. She was the first Moroccan to receive, with honors, the degree
of “Agrégation'' in Electrical Engineering from ENS Cachan in 1992. She received the “Diplôme
d’Etudes Approfondies'' in Signal Processing Image and Communications and the degree of Engineer
in Telecommunications Systems and Networks from Ecole Nationale Supérieure d’Électrotechnique,
d'Électronique, d’Informatique, d’Hydraulique et des Télécommunications (NSEEIHT) de Toulouse
in 1997. She received the Ph.D. degree in Signal Processing and Telecommunications from National
Institute Polytechnique in Toulouse in 2001. She was a researcher and teaching associate at EURECOM from 2001 to 2010 in Sophia
Antipolis-France. She has an HDR from Univ. Sud Toulon Var from France on Cognitive Wideband Wireless Systems in 2010 and
an HDR on Green Telecommunication from Hassan II University of Casablanca in 2013. She was also Chair of the Institute of
Electrical and Electronics Engineers (IEEE) for the Middle East region in 2014-2015.
She is also a member of Casablanca “Avant-garde” City think-tank. She is initiator of E-Madina Smart City Cluster. Her research
interests include cognitive green radio, UWB systems, smart grids, smart building and ICT for social eco-friendly development. She
is the inventor of the Frugal Social Smart City concept for Casablanca and emerging countries, the invention which was selected
by IEEE as one of the most innovative projects in the world in 2015. She is currently Chair of Casablanca IEEE Core Smart City
project.

قبل تعيينها وزيرة، شالتضامن والاندماج الاجتماعي والأسر؛ شغلت الدكتورة عواطف حيار منصب مهمة رئاسة جامعة الحسن الثاني بالدار البيضاء. كانت أول
مغربية تحصل، مع مرتبة الشرف، في الهندسة الكهربائية من Cachan ENS سنة 1992 .حصلت علىدبلوم الدراسات التطبيقية في معالجة الإشارات والصورة والاتصالات
وعلى درجة مهندس في أنظمة وشبكات الاتصالات السلكية واللاسلكية من المدرسة الوطنية العليا للالكترونيات والمعلوماتية، والهيدروليك والاتصالات (NSEEIHT (في
جامعة تولوز الفرنسية سنة 1997 .حصلت على الدكتوراہ في معالجة الإشارات والاتصالات السلكية واللاسلكية من المعهد الوطني للفنون التطبيقية في تولوز في
عام 2001 .كانت باحثة ومدرسة مشاركة في EURECOM من 2001 إلى 2010 في صوفيا أنتيبوليس بفرنسا.
ديها شهادة HDR في الأنظمة اللاسلكية ذات النطاق العريض المعرفية في 2010 وتقرير التنمية
وتقرير التنمية البشرية عن الاتصالات الخضراء من جامعة الحسن الثاني في الدار البيضاء في 2013.
كما كانت رئيسة معهد مهندسي الكهرباء والإلكترونيات (IEEE (لمنطقة الشرق الأوسط في

إنها عضوة في مركز أبحاث مدينة الدار البيضاء "الطليعية". وهي من رواد مجموعة المدينة
الذكية .Madina-E تشمل اهتماماتها البحثية الراديو الأخضر المعرفي وأنظمة UWB والشبكات
الذكية والبناء الذكي وتكنولوجيا المعلومات والاتصالات من أجل التنمية الاجتماعية الصديقة
للبيئة. إنها مخترعة مفهوم المدينة الذكية city Smart الاجتماعية الاقتصادية في الدار
البيضاء والدول الناشئة، وهو الاختراع الذي اختارته IEEE كأحد أكثر المشاريع ابتكارا في
العالم في عام 2015 . وهي حاليا رئيسة مشروع مدينة الدار البيضاء IEEE الأساسية الذكية. Aawatif Hayar was selected by the prestigious African Innovation Foundation as one of
the top ten innovative African women in 2015. Since 2016, she has been the Scientific
Advisor of the Smart City Expo Casablanca and General Co-Chair of IEEE international
Smart Cities Conference (IEEE-2019). Dr. Aawatif Hayar is currently leading Innovation
Projects funded by INDH, CNRST, GIZ, IRESEN and Heinrich Böll Stiftung, such as
End to End Energy Efficiency Living Lab, Virtual Museum of Casablanca, E-douar, Smart Inclusive
Ecological Village, and Solar Decathlon Africa E-Co Dar projects.
“Innovation is what distinguishes between a leader and a follower.” Dr. Hayar believes
in this quote as a definition of leadership. As a President of Hassan II University of
Casablanca, Dr. Hayar has worked on implementing educational programs that promote
leadership, especially women leadership intending to see a significant change in society. She
has supported the creation of a gender and equality commission along with digital education for women in the rural areas. Growing
up in a family that believes males and females are equal helped her and made her the second female university president in the history

بالنسبة لها "الابتكار هو ما يميز بين القائد والتابع." وهي مؤمنة بهذا التعريف للقيادة. كرئيسة لجامعة الحسن الثاني بالدار البيضاء، عملت وما تزال تعمل على تنفيذ
البرامج التعليمية التي تعزز القيادة، خاصة القيادات النسائية التي تعتزم رؤية تغيير كبير في المجتمع. لقد دعمت إنشاء لجنة المساواة بين الجنسين إلى جانب التعليم
الرقمي للمرأة في المناطق القروية. نشأتها في أسرة تؤمن بالمساواة بين الذكور والإناث ساعدها على جعلها ثاني رئيسة للجامعة في تاريخ المغرب. بالنسبة لها "المثابرة
والثقة هما مفتاح مواجهة العقبات والتحديات"
